I exported a floor plan drawing at a scale of 1:32 now I’m having scaling problems in the cad program which I am trying to import into. Any ideas how I can make this work, scale properly?

If the sale of the drawing is 1:32 you have to scale it 32x.Now depending on the CAD- system or the units you are using in the CAD- system you have to scale it to the correct units. From Dietrich’s it is always metric and in meter.
If you need it in an inch scale that means you have to scale it up another 39.37008 x.
To a feet scale it would be 3.28084.

My view port in "D-cad 2D" is at 1:32 3/8" scale. Do I change this view port scale before exporting?

No, You don't change the scale. You scale it in your program by 32 times up. In some programs you are able to choose the source units for import, if that is possible choose metric and meter, if not scale it one more time by 39.37008 ich you are working in inches.
