problems with two layers of rafters

Hello, why when I am inserting rafters in 0 layer 45x195 mm and in 1 layer 45x95 mm, in editing moment smaler dissapearing?

answer was - that plate must stand in the same lower layer (ex. rafters were in 0 and -1 layer, so plate must stand in -1 layer.
